visa sponsor for my sister in law

I am H1 b holder and working in usa since oct 2005.I got details on sponsoring my inlaws.
I want to know if I could sponsor my sister in law and her daughter(ages 31 and 3 resp) since they wish to join my inlaws on the visit.
If this was possible ,do I have to fill up a seperate form I-134 for them?

Better to provide a separate I134 for them. The rest of the process is same.
