Birth Certificate confusion

Hi,
I am trying to sponsor both my mother and mother-in-law to come visit us in the USA.
Turns out both me and my wife do not have birth certificate available. In addition, the place of birth is different than actual place of birth on both our passports.
What I am thinking of doing is the following;
1. Get birth certificates from respective municipalities where we were born
2. Mother will make an affidavit saying the correct place of birth is so-and-so.

Do you guys agree with this plan of action? We thought about this based on info given at http://www.path2usa.com/immigration/relatedinfo/birth_certi.htm

You can get Birth Certificates from Indian COnsualtes/Embassies in US. They would give the Birth Certificate based on the Place of Birth in your passport.
