my husband is going to US.But his company has refused to process l2visa. Can i still apply for it. and how???

Hi Anima,
You do not need any permission from company if you want to apply for H4 or L2 (dependent visa). You can directly go to embassy with the documents required:
Passports of all individuals applying for a visa with spouses'/parents name endorsed on the passport
Application Form DS-156, DS-157 if applicable
Principal applicant’s original I-797 (INS Notice of Approval) and copy of I-129 (Petition for Non-Immigrant Worker)
Copy of the principal applicant’s H-1B or L1 visa (if already issued)
Copy of the principal applicant’s Labor Certification
Copy of the principal applicant’s degree certificate
Copy of the principal applicant’s work experience letters
Copy of the principal applicant’s letter of offer from the US company
Marriage certificate (original and photocopy)
Marriage photographs
Birth Certificate for children (if applicable)
Pay stubs from principal applicant's current place of work and income tax return.
All 36 pages of the principal applicant’s passport (if not applying with principal applicant).
