Getting Driving License in VA

Hi,
I want to get a driving license for my wife who is in US on a H4 visa. To get a driving license in VA, DMV require 2 forms of IDs. 1 can be the passport but I can't think of the 2nd form of ID. I know there is some way to get the license. Can anyone help me with this matter. Your help will be highly appreciated.

Move :) to MD. Get MD PhotoId. Use the PhotoId in VA for the second source of ID.
