parents in laws visa rejected twice!

my parents in laws visa got rejected twice in last month
first time they have said you have not mention specific period in date format of your stay in USA

second time due to my husbands renewal of visa letter was not available....

at second time they have given letter (sorry i don't know the section)which says that
"they can not apply in person for 2 years but can apply though mail"

can you guide me what we can do in this case

I beleive you can now apply as many times as you want in person.:rolleyes

they in laws can not apply personally but can apply through post

i am sorry for being vague in my posting
when they have applied first time for v.visa ...In Form there is two column which is related to your stay in USA and your departure date....
so in that date column they have not mention specific date..but they have written in 2nd week of Feb
for the column for how much time you intend to stay in USA...they have written in there form 6months....
reading that counslate people have drawn a conclusion that you have not
specified your stay neately so you might not come back
