No. From Nov. 8 the $50 visa issuance fee is not required. If you've taken it already then you can cancel the DD and get a refund. Please consider this link from path2usa.com

But just want to conform that my interview is on 28th nov. So i dont need to bring that draft along with

My H1B interview was on 15th November,2006. The US Consulate did not take the DD of $50/2400/-. They have stopped taking Visa Issuance Fee. But if u have already created the DD..then carry it along with you at the time of interview. You can cancel it after the interview.
