I hold an International Driving Permit issued in India.

I applied for SSN and am yet to receive the Social Security No.

I am in New Jersey on H1.

How can I get a New Jersey Driving License? Can I get it without the SSN or based on SSN receipt?

My wife is on H4. She also holds International Driving Permit issued in India.
How can she get a driving License in New Jersey?

To answer my own queries related to above questions for obtaining a New Jersey Drivers License:

You must provide proof for 6 point ID verification program. All details are available at the official website.

http://www.state.nj.us/mvc/

SSN is needed. For H4 you need a letter from the Social Security Administration that SSN cannot be given.

Names are strictly verified. A notarized affidavit may help in case of problems with maiden surname & surname after marriage in marriage certificate for wife.

Also, it is preferred that certificates are not laminated.

For New Jersey, Indian Driving License & Indian International Driving Permit can facilitate in getting NJ DL.

For accurate and more information pls visit the website above.

If you have a international driving license then you don't need any license of new jersey. This license is valid there and talk to the license authority of new jersey. if any other formality is remaining then complete it there and drive freely.

In many states, people living and working there are required to have state issued licenses. An H1B and H4 visa holder would meet the requirements and shold expect to obtain them. It is also unlikey that they could obtain car insurance with international licenses.

International licenses are for individuals temporily in the US.
