You don't need to send anything in sealed envelope, unless you want to conceal those information from your parents.
Yes, you need to send a copy of birth certificate.

Balla,
I suggest you to not do it. One of our distant relative was accompanying my MIL (who is old) to Chennai when my MIL was attending the interview last year. Hence, to keep things confidential from the distant relative, we sealed the real important documents, but my MIL was asked to open them before entering the consulate.
My MIL's visa was denied at that appointment, but we don't think it is because of sealing the envelopes as she was asked to open them before she entered the visa officer's counter. It may be a coincidence that her visa was rejected, but I suggest you to NOT NOT seal anything - I know they all are confidential. We don't want to hide anything from our parents, but we can't help with the confidentiality of the documents for the tourist visa purposes - especially from those relatives who pop-in to take a look at the documents and to give away free suggestions.

I don't see any reason other than my MIL being widow and all her children are married and settled (5 children settled in India and my husband is the only child in USA). Her first appt was right after Tsunami in Chennai (Jan-05) and I don't know if it has any affect (related to cholera and other health diseases that the applicants could bring to USA). My MIL said most of the applicants on that day were denied. Another reason we could think of is, we were on H1B visas when my MIL visited us 6 yrs ago. Now we have Green cards, we bought a home and we have a 3yr old child - they would have thought about baby sitting aspect or the fact that her son in USA is settling (GC and home).
