sponsored visitor visa for my parents rejected. This is what has happened.

Yes, normally misrepresentation causes visa ban for long duration, if not parmanently. Various US consulate clearly state in their website:
"Fraud or misrepresentation can result in permanent ineligibility for a U.S. visa"
In Western laws, lying to government official under oath is serious offence.
I personally know a case where parents never got visa after repeatatively trying for six years.
Which status are you in USA? If you are on H1/L1 and planning to return back to India sometime in future I would recommand not to waste time and money for applying US visa for your parents. I strongly doubt it's going to work. If your parents are really interested to travel foreign country, there are other avenues - take them to Europe, Singapore, Australia for vacation.
On the other hand, if you are in green card status or expecting green card in future, I would recommand you to wait for your US citizenship. Apply your your parents visitors visa only after you get US citizenship. It will show that your parents are not potential immigrant (due to the fact US citizens can sponsor parents green card anytime and bring them to USA in immigrant visa). That's the only good option I can think of at this moment.
And, do not lie in future visa applications (mention that they have only one kid).

I think still my sister's name is on our ration card.
Is it ok if I take death certificate ?
When did your sister pass away? It's not going to help if your sister passed away before 2nd interview. Bottoline, when your parent appeared for interview, they had only one child. You cannot change that fact with death certificate or ration card.

she passed away on 19th june 1998.before both the interviews.Is it possible to take death certificate after the second interview date as we don't have the death certificate.
I don't know what to say. No matter what you do, it does not change the fact that your sister passed away before second interview. Now, you are free to obtain death certificate with incorrect date or forge death certificate or commit farther frauds and misrepresentations. For that purpose you don't need to get advise from this forum, right?
I can only advise for lawful ways. I am not here to advise how to commit frauds.
