if i have 2 approved petitions for h1b, can i work on both the h1 petitions ? like fulltime on one h1 and part time on the other..?? does uscis allow part-time work on second h1 petition ?? is one allowed to have more than one h1 visas ??

Yes, u can have 1 for fulltime and 2nd for parttime. its allowed.

if both h1b are approved for 40hr/week job, it cannot be used for parttime. only either one of the h1 you can use.
