My Parents have been trying to get an appointment date to start the Visitor visa process in India.
The trouble is there is a statement towards the end of this below webpage saying...

If you are resident in India, you are required to appear for an interview at the visa section having jurisdiction over the territory where you have been resident during the past six months.
My Parents are living in Bihar for the past one month only. So they get directed to the Calcutta consulate. But Prior to this, they were living in Delhi.
Does this mean they have to wait till they resided for 6 months in Bihar before they can start their visitor visa application process ?
