I am not 100% confident about this but Tatkal passport can be issued if you can show a official stampletter proof on the reason for the issue of passport

My bro needed it and he got it cuz he had a letter written on company letter head with letter of invitation from company for urgent needs
In your case its leisure trip so i am not sure how that works!! check with some attorney on this

I am applying for a tatkal passport and believe me, if you are applying in India you better be prepared to go through several miles of the reddest tape you've ever seen.

You *absolutely* need the following:
1. Passport sized photographs - 10 nos.
2. Application form - and you have to sign AND put your thumb impression on it. Left thumb for men, right thumb for women.
3. Self-attested copy of your residence proof.
4. Urgency letter. This is a letter which states WHY you need the tatkal passport. It could be from your employer stating that you have to go abroad urgently, and so on. It can even be from yourself, stating that you have to go abroad for whatever reason, but generally letters from companies or people already abroad is better.
5. Annexure-G: this is the real killer. You HAVE to produce a verification certificate from a senior govt or military or judicial or police officer (check the list from the passport website). Also, don't forget that the certifying officer *should* be resident in the same area as the one shown in your residence proof.
If your residence proof is Bangalore and the certificate is from a cabinet secretary in Delhi, well, tough luck - it won't do.
The certifying officer has to give an attested photocopy of his/her id card along with the certificate.

Don't ever stop to wonder WHY you need all this. Just one look at the language of Annexure G and all will be clear. It reads in part: "...this is to certify that <name of applicant> whose personal particulars are given below has good moral character and reputation and that..."

Good moral character? Reputation? Thats the GoI for you.

Best of luck in getting your tatkal passport.

Ta ta,

Jagan.
