Though the rule is to apply from the state of residence, I sent an email to the Delhi consulate asking the question if parents can apply in Delhi, they hold Maharashtra passport & the reply was :
"Visa applicants are encouraged to file their applications at their designated consulate if they have not been in any other consulate’s jurisdiction for a significant amount of time. The reason for this policy is that the visa officers at the U. S. Embassy or Consulate at an applicant's designated consulate are more familiar with his or her circumstances and documents than the officers here would be. However, anyone who is physically present in another consulate’s zone can file an application for a visa there. Applicants should be aware that in some circumstances the interviewer might deny the application and refer the applicant back to his/her designated consulate anyway. In that case, the application fee will not be refunded."
Had sent similar question to Chennai & the replay was u can apply if u have stayed in Chennai region for 6 months.
I also asked what kind of proof of residence will be accepted but there was no comment on this from both the embassies.

I don't know if I should ask parents to pay the fees, get the date in March (earliest available) & then prepone/cancel with a hope to get a sooner date (I need them here in Dec!)....Or try for Delhi?

Do not go on what the reply is.
The thumb rule is to apply at applicable consulate, based on the current residence( postal address) where the person is living for the last 6 months or so.
There are many cases where people sent back to approriate consulate, if applied to wrong consulate.
