My parents-in-law came to USA on 25th DEC 2001. I took them to IRS and applied taxID nos for them. They got their taxID nos last month. Since my parents-in-law are staying with me from dec 25 2001 can I claim them as dependents for filing this year's return

if there stay is 180 days or more yes you can.
I have done it for my parents, rather HR block tax expert did my tax filing, and he only did.

My inlaws would be staying with us for around 6 months.
For substantial presence test, minimum stay should be >= 183 days. But my inlaws will be short of a day or two for the 183 day restriction. They have their open return ticket from Asiana airlines, but it flies either on 22nd Oct or 25 th Oct and their I94 expires on 24th Oct. If they fly on 22nd, they will 2 days short.
According to the following URL, 183 days can span over a period of 3 yrs. So I wanted to know if 180 day period for single year would still work.

Also can someone tell from his/her experience as to how much tax rebate you can get per dependent. Also what's the procedure. When should we apply for ITIN etc.
Any help would in this regard will be greatly appreciated.

you are going to get busted. Are you insane. You are applying ITIN for dependents on Visitor visa.
