No you can not, You have to get the stamping done in home country and enter into USA on H1B status.
The B1-H1 status change is possible only if the person is physcially present in USA, when H1 is filed.

I was in US from jan-14 till 5th may, do you think I can get the transfer from B1-H1. Further do you have any idea when I should expect the approval (I am holding MS degree from US).
