Reg. Applying Passport

Hi All
My mother in law is working in Tamilnadu Electricity Board and we are planning to apply for her visitor visa next year end but she doesn't have a passport.

My question can she apply for a passport while in service?.She is so afraid to do that.Have anybodys parent have done this?

Yes, why not, any indian nation can apply for passport, its your right as an Indian citizen. Go ahead and apply.
