Visitor visa for handicap person

Can a person get a visa to visit US if he is handicap, if so what all documents are required and how to go about it.

Is any other document required for handicap person?
My father-in-law cannot speak or hear. He has a appointment at Mumbai consulate.
Was anyone successful in getting visitor visa for such a case.
Appreciate, if someone can share the experience.
