Is it possible to get intervw in Delhi counsalate even if residing in kerala?

Hi,
My parents are trying to get an appointment for November. Unfortunately the only dates available at Chennai at end of december. Is it possible to book an appointment in New Delhi counsalate as they have openings in Novemeber?(they have not resided in New Delhi for 6 months)

Is there a risk of visa being rejected?
Has anybody successfully gotten a visa from a different counsular district?

I don't think that's possible; they need to go to the consulate that covers their home state.
I have read on this forum about people who went to a different consulate only to be sent back without their tourist visas.
