Provider directory not available?

Some visitor insurance plans (Visit-USA Healthcare, for example), do not let you see their provider directory unless you're a current subscriber. How will anyone buy their policy without knowing if there's a contracting doctor in his/her area or not?

(Am I completely confused? Can a visitor-insurance-holder see *any* doctor?)
